Victoria
Does not have any form of Recreational Registration for ORV's.
Off Road (Non-ADR) 2 wheel Motorcycles can purchase a form of recreational registration which is not a full road registration, but does allow them to access any of the 36,000km of public roads in State Forests, Parks and Reserves on their purely off road bikes. The '2 Wheel' Recreational Registration System does have requirements not limited to points, such as speed limits, 18 year age of rider, minimum current learner's license for the road, headlights, tail and brake lights, number plate light mirror, 94dB(A) noise limit also apply and the bikes are not allowed to carry any load other than the single rider. These 2 wheel riders have full access to any part of the parks that are open to the public but must stick to formed roads and designated trails.
AORVA would like to achieve similar for ORV in Victoria.
New South Wales
Does not have Recreational Registration for ORV's.
With the exception of one location at Stockton Beach for ATV only (not SSV) where a smaller portion is set aside for an Recreational Vehicle Area (RVA) and designated for Trail Bike and ATV use. Conditions listed are lights, reflectors, mirror and horn, with a speed limit of 40kmh. Riders do not need a current drivers license and must be over the age of 8 years old.
To establish any ORV use in NSW National Parks and Wildlife Services or Forest NSW, AORVA Members would need to become an "approved Lessee or contractor".
NSW refer to SSV as 'Ultra-light Utility Vehicles'.
Queensland
Does not have a comfortably 'workable' form of Recreational Registration for ORV's.
The permitting system for ATV and SSV in Queensland is by individual application with requirements based on each specific event. Conditional registration can be purchased up front, but by condition LO6(A) written permission is also required from the Road owner and Police before an operating permit is issued. Various road owner departments often require additional liability cover before granting permission, and in general the complex roundabout of communications can take weeks to months to navigate.
The system is unworkable for weekend riding opportunities and remains extremely difficult even for experienced commercial operators.It is likely that for AORVA goals that Police Permit requirement of LO6(A) could be alleviated for operations inside State Parks and Forests. As the intention of this approval is to include local knowledge which in this case National Parks and Forest Management would be the most relevant authority.
For licensing requirements in Queensland, ATV and SSV are considered as 'cars'. Conditions applied to the ORV conditional registration are LO3, LO6(A), and LO7.

Tasmania
Does have a Recreational Registration System that includes ORV's called 'Ride Around Tasmania'.
Tasmania is ORV paradise. (Non-ADR) ORV operators can purchase Restricted Registration (RV) which is cheaper than full registration and enables access to a great diversity of forest, beach and mountain riding around Tasmania. For ATV and SSV Registration, you will need a current car drivers license which is available in Tasmania from the age of 17.
There are 9 primary tracks, 10 secondary tracks and many parks and forests in the 'Ride Around Tasmania' system which are supported by state government departments and industry.
South australia
Does not have any form of Recreational Registration for ORV's.
South Australia does have a 'Restricted Miscellaneous Vehicle' category that specifically includes 4 wheel motorbikes, which requires many details of the machine to be registered and where its intended use will be. Essentially this category of registration is open to registrar discretion, where the answer for ATV and SSV recreation is typically 'NO'. Application can be made by MR1A form for Conditional Registration and Compulsory Third Party Insurance.
Western Australia
Does have a form of Recreational Registration for ORV's which is very limited.
In order to access the designated off road vehicle areas - Lancelin, Gnangara, Pinjar, Medina (Kwinana) and York - motorcycles, quads and other off-road vehicles are required to have ORV registration. They can be registered at any licensing centre by form MR141. The fee is currently 35 dollars with a one-off 15 dollar fee for number plates, at the first time the vehicle is registered. All off road vehicle registrations expire on 30th of September each year. ORV registration does not include any third-party insurance.
IB-122D, Vehicle Safety and Standards, Information Bulletin, Licensing of Vehicles Not Designed for On-Road Use.
This bulletin concerns vehicles that are not primarily designed for on-road use, such as All-terrain vehicles and Quad bikes.
Policy: states that DVS will only license a vehicle if:- There is a legitimate need to access one or more public roads (even if it is only for the purpose of crossing); and
- DVS is confident that this access can be performed safely.
Licensing applications for quad bikes, golf carts, etc. Will be referred to Vehicle Safety and Standards for an assessment of whether the vehicle and application meet the policy criteria. Applicants are welcome to contact Vehicle Safety standards in the first instance, on 131 156.
The applicant must provide a letter of approval from Vehicle Safety and Standards to the Vehicle Examiner when the vehicle is presented for registration.
The letter will state the condition codes under which the vehicle is to be licensed.
Please note that off road type vehicles, including quad bikes used on a farm, do not need prior approval from Vehicle Safety and Standards, and can be taken directly to a vehicle examination centre for inspection and licensing.

Northern territory
Does not have any form of Recreational Registration for ORV's.
The NT Department of Transport have a V-82 Bulletin for conditional All Terrain Vehicles (definition perfectly describes an SSV not an ATV) and Quad Bike registration which states; "Subject to case-by-case assessment, conditional registration may be offered to ATV's and quad bikes for restricted work-related purposes where the transport task cannot be reasonably performed by an ADR compliant vehicle".
Under form R14 Conditional Registration Codes, "LO3 - Restricted to designated area / routes", would be the ideal condition for the AORVA to achieve for Northern Territory Public Parks and Forest use.
